Специалисты «ОАО «Мосэнерго» в соответствии с рекомендацией научно-технического совета приступили к подготовке второй редакции концепции технического перевооружения энергетического хозяйства Московского региона
Концепция технического перевооружения энергетического хозяйства Москвы и Московской области разработана в 2005 г. рабочей группой Российской академии наук (РАН) при участии специалистов «Мосэнерго», МЭС Центра, ОДУ Центра, Московского РДУ, ОАО «МОЭСК», ОАО «МГЭСК», ОАО «МТК», ОАО «Мосэнергосбыт» и других энергокомпаний, проектных и научно-исследовательских институтов региона. В разработке и обсуждении концепции приняли участие академики и члены-корреспонденты РАН.
При разработке концепции проведен научный анализ основных проблем энергетического комплекса Московского региона, требующих консолидированных решений на уровне РАО «ЕЭС России», правительств Москвы и Московской области, энергетических компаний.
Концепция стала первым и единственным на тот момент документом, предложившим согласованную позицию по развитию электроэнергетики региона и обобщающим интересы всех участников данного процесса.
В концепции были выработаны научно обоснованные подходы к перспективному развитию столичного энергетического хозяйства по следующим направлениям: среднесрочное и долгосрочное прогнозирование электро- и теплопотребления; способы покрытия спроса на электрическую и тепловую энергию; сбалансированное развитие генерирующих мощностей; повышение пропускной способности сетей, а также повышение надежности выдачи мощности с электростанций; долгосрочная топливная стратегия; совершенствование требований к уровню надежности и безопасности энергоснабжения потребителей; создание экономических механизмов управления надежностью; управление спросом и энергосбережение; принципы противоаварийного управления; резервирование территорий под объекты энергетики и др.
Рекомендации концепции легли в основу среднесрочных (пятилетних) и долгосрочных (до 2020 г.) программ развития энергокомпаний Московского региона, энергетической политики субъектов РФ, соглашений о взаимодействии.
